RFP - Turner Road and Minot Avenue, Auburn, ME (update 8/23/10)

REQUEST FOR PROPOSAL FOR PROFESSIONAL CONSULTING SERVICES

The Androscoggin Transportation Resource Center (ATRC), as the designated Metropolitan Planning Organization (MPO) for the urbanized area of Lewiston-Auburn, Maine, in cooperation with the Maine Department of Transportation (MaineDOT) and the City of Auburn, is seeking to obtain the services of a qualified consulting firm to conduct an Engineering Analysis of Route 4, Turner Road, from Turner Street @ Center Street intersection to the Auburn/Turner Town Line and Route 11, Minot Avenue, from the Hotel Road @ Minot Avenue intersection to the Auburn/Minot Town Line.

Funding for this project is provided by the Federal Highway Administration and the Maine Department of Transportation through the ATRC FY2010-2011 Unified Planning Work Program.

Proposals shall be accepted at the AVCOG/ATRC offices no later than 4:00 p.m. EST on Friday, August 27, 2010. At this time all proposals shall be opened and recorded.

New citylink Service - August 2, 2010

citylink will be making changes to its fixed route bus service effective August 2, 2010.  In addition to new weekday service, citylink will begin operating limited Saturday service on August 7.  citylink's service on Saturday, August 7, will be FREE.   New route map and timetables are linked below.

citylink will be having a ribbon cutting event on August 2, 2010 at 11:00 a.m. at the Oak Street bus station to celebrate the new service.

Amendment to the ATRC FY 2010-2013 TIP

The Androscoggin Transportation Resource Center (ATRC), being the designated Metropolitan Planning Organization (MPO) for Lewiston, Auburn, Lisbon and Sabattus, is amending the List of Projects for the ATRC Transportation Improvement Program (TIP) for the years 2010-2013.

ATRC is now requesting public input and/or comments on this Amendment. This Amendment reflects that actual amount of Federal Transit Administration 5307 Urban Area Program funds requested by the Androscoggin Valley Council of Governments, the Lewiston-Auburn Transit Committee, and Western Maine Transportation Services, Inc. for operating, capital and planning projects to be included in the ATRC TIP. Total federal dollars allocated is $871,374.00.

Application for FTA FY2010 Funds

THE ANDROSCOGGIN VALLEY COUNCIL OF GOVERNMENTS (AVCOG), is providing notice of applications being submitted to the Maine Department of Transportation on behalf of the Lewiston-Auburn Transit Committee, the Androscoggin Valley Council of Governments and Western Maine Transportation Services, Inc., for Federal Fiscal Year 2010 Federal Transit Administration Urbanized Area Formula Program for operating and capital assistance grants. A total of $871,374.00 in federal funds will be applied for, to be matched by $531,540.00 from local and state funds.

ATRC TIP Amendment

The ATRC Policy Committee has, at its March 25, 2010 meeting, approved the following Amendments to its FY 2010 - 2013 TIP:

Auburn PIN 14787.00, Preliminary Engineering for Reconstruction of South Main Street, is to be amended to change the start and termination to be Broad Street to Vickery Road.
o Costs - $404,224.00

Auburn Construct the Park Avenue Multiuse Trail from Court Street to the Park Avenue School (new project).
o Costs - $711,360.00

Auburn PIN 15668.00, Intersection Improvements at Minot Avenue @ Hotel Road. Supplemental funding to extend turn lane on Minot Avenue eastward 150 feet. Will require transferring $75,000.00 from PIN 11599.00.
o Costs - $75,000.00

The ATRC is publishing the Multiuse Trail and PIN 14787.00 projects for 30 days for public comment. The additional funding to PIN 15668.00 does not require a 30 day comment period. Center Street Traffic Synchronization Success

The ATRC, in cooperation with the City of Auburn's Electrical Department, upgraded the Center Street corridor with synchronization of its traffic lights with new timing and hardware. This affects the intersections with ramps on and off from Mt. Auburn Avenue, as well as the two intersections immediately to the north. A video of the new timing in action can be viewed on youtube.

The upgrade in hardware and timing was noticed by the LATC's fixed route bus service (PurpleBus.org). Harold Allen of Western Maine Transportation notes that "the synchronization of the signals on Center Street has dramatically improved on-time performance of the citylink buses serving the mall area." In comparison to previous months the number of "missed call's," where the bus was delayed enough on a route to where it would skip the remainder of the time and wait at the station for the next start time, has been reduced significantly.

ATRC FFY 2009 Obligations

The listing of obligated federal-aid projects in the ATRC region for federal fiscal year 2009 has been released. This document shows the total amount of money obligated in federal fiscal year 2009 (Oct. 1, 2008 to Sept. 30, 2009), broken out by federal, state and local sources. The purpose of the document has more to do with the obligation of the money in a project than the construction of a project.

Traffic Count Map Update

The ATRC traffic count map, which shows traffic counts for the entire state, has been updated to include 2008 data. Now traffic counts can be seen for the years 2006 to 2008. To access the map, just click the 'Traffic Counts' tab at the top of the page.

RFQ for Traffic Congestion Modeling Assisstance

The ATRC has developed plans to upgrade and maintain a system of traffic signals in Lewiston, Auburn, Lisbon and Sabattus. All signalized intersections in the cities are in the process of having a turning movement count conducted at least every 4 years.

The consultant will be required to check and verify traffic signal modifications and coordination plans provided by the ATRC as a means of peer review, and other tasks requested of them related to implementing synchronized signal corridors.

Proposed ATRC Amendment to the FY 2008-2011 TIP

The Androscoggin Transportation Resource Center (ATRC), being the designated Metropolitan Planning Organization (MPO) for Lewiston, Auburn, Lisbon and Sabattus, is Amending the List of Projects for the ATRC Transportation Improvement Program (TIP) for the years 2008-2011.

ATRC is now requesting public input and/or comments on this Amendment. This Amendment adds one project to the ATRC TIP:

• City of Auburn - Improvements to the intersection at Court Street and Turner Street, to add a slip lane from Court to Turner.

Traffic Counts Map Updated

The ATRC GoogleMap displaying traffic counts for the Lewiston and Auburn area has been updated.  By using a GoogleEarth plugin, we are able to expand the coverage area to include the entire state of Maine.

A forthcoming update will include 2008 data and improve the performance of the map.

Amendment to the ATRC 2008 – 2011 TIP

The ATRC Policy Committee has, at its February 26, 2009 meeting, approved a proposed Amendment to its FY 2008 – 2011 TIP to add the following items:


Lisbon-Sabattus – Reconstruction of 6.75 miles of Route 9 from the Maine Turnpike, Exit 86, to .33 miles northerly of Route 196 in Lisbon.
     o Costs - $11,100,000
           $11,100,000 – Federal 
           $0 – State
           $0 – Local

Lewiston/Auburn – Purchase 3 Fixed-route transit buses.
     o Costs - $1,200,000
            $1,200,000 – Federal
            $0 – State
            $0 – Local

All of these projects will be utilizing the Federal Stimulus Package Funds.

Notice for public workshops on citylink bus service

INVITATION

PUBLIC WORKSHOPS TO ADDRESS citylink BUS SERVICE

The Lewiston-Auburn Transit Committee is conducting a study of its fixed route system – citylink.  The goal of the study is to identify ways to improve citylink’s routes and services.  Public workshops will be held in Lewiston and Auburn on November 12 and 13.  Anyone with ideas or suggestions for the citylink system is welcome to participate.

Automatic Traffic Recorder RFP

PROJECT ANNOUNCEMENT

The Androscoggin Transportation Resource Center (ATRC), as the designated Metropolitan Planning Organization (MPO) for the urbanized area of Lewiston-Auburn, Maine, and the Kittery Area Comprehensive Transportation Study (KACTS) as the designated MPO for the urbanized area of Kittery, in cooperation with the Maine Department of Transportation (MDOT), are seeking to obtain services to obtain Automatic Traffic Recorder’s (ATR).

BACKGROUND

Communities in the MPO’s area have requested more year round vehicle counts and vehicle classification.  The current method of collecting traffic data is to place tubes and counters in to or on the road, or have staff manually watch and count the traffic at the specified location.

The MPO’s have concerns about the safety of systems that require installation over the travel way, and do not wish to have staff on location for the long hours that accurate traffic counting requires.  A permanent traffic counter, and in some cases classification of vehicles, is sought in several different locations in the MPO areas.

Proposals shall be accepted at the AVCOG offices no later than 4:00 p.m. on Friday, May 30th, 2008.  At this time, all proposals shall be opened and recorded.

Bicycle & Pedestrian Long Range Plan RFP

The Androscoggin Transportation Resource Center (ATRC), as the designated Metropolitan Planning Organization (MPO) for the urbanized area of Lewiston-Auburn, Maine, is soliciting proposals from qualified consulting firms to develop an update of the 2002 Bridging the Gaps: A Long Range Facilities Plan for Bicycling and Walking in the Lewiston-Auburn Area.
This project is expected to begin in June 2008 and be completed in September 2008. Funding for this project is provided by the Federal Highway Administration and the Maine Department of Transportation through the ATRC FY2008-2009 Unified Planning Work Program.
Proposals will be accepted at the AVCOG/ATRC offices no later than 4:00 p.m. EST on Thursday May 29, 2008. At this time all proposals will be opened and recorded.

Court Street and Main Street Traffic Signals Improved

Traffic lights on Court Street and Main Street in L/A were updated and synchronized in the middle of March.  The lights in this corridor were updated as a smaller part of the ATRC's Traffic Signal Management System project.  Intersections were updated for the time allotted on each approach, and synchronized, which will allow vehicles, in most cases, to travel from Spring Street in Auburn to Sabattus Street in Lewiston, or the reverse, arriving at green lights at all the intersections.  This will typically stop problems such as stopping at a red light, then to be stopped at the next intersection with a red light as soon as you arrive.

AAA of Northern New England is sponsoring an education and awareness program for teens and parents designed to reduce crashes and fatalities for young drivers. AAA recommends 3 steps to lower the risks of experiencing crashes. 
     •Turn Cell Phones off and let voicemail receive your calls. 
     •If you MUST take a call, find a safe place to pull off of the road to take the call.
     •Demonstrate safe driving behaviors for friends and family.
 

28% of Maine Fatalities are drivers between the ages of 16 and 24. Many young drivers admit to risky behaviors while driving such as speeding, no seat belt, loud music, and overconfidence. Only a combination of Practice, Experience, Training, and Parental Involvement can reduce a teen’s chance of crashing.

The November 2007 update is limited to the replacement of the Estimated Revenues Available Between 2003 and 2025 table, on pages 37 and 38, to comply with new federal requirements relative to the Year-Of-Expenditure dollar amounts.

L/A Central Business District Study

The Androscoggin Transportation Resource Center (ATRC) has released the final version of the Lewiston/Auburn Downtown Central Business District Study by Wilbur Smith Associates. 
The report features traffic counts, improvements to intersections (signal timing, coordination, physical improvements, etc.), future travel demand, bicycle and pedestrian improvements, as well as conceptual improvements for Lewiston and Auburn.

2008-2009 UPWP

The Androscoggin Transportation Resource Center (ATRC) has released its 2008-2009 Unified Planning Work Program (UPWP).

The UPWP is a federal requirement (meet the requirements of 23 CFR part 420) for Metropolitan Planning Organizations (MPO's) that asks them to:

(1) Discuss the planning priorities facing the metropolitan planning area and describe all metropolitan transportation and transportation-related air quality planning activities (including the corridor and subarea studies discussed in §450.318) anticipated within the area during the next one or two year period, regardless of funding sources or agencies conducting activities, in sufficient detail to indicate who will perform the work, the schedule for completing it and the products that will be produced;

(2) Document planning activities to be performed with funds provided under title 23, U.S.C., and the Federal Transit Act.
