RFP - Turner Road and Minot Avenue, Auburn, ME (update 8/23/10)
REQUEST FOR PROPOSAL FOR PROFESSIONAL CONSULTING SERVICES
The Androscoggin Transportation Resource Center (ATRC), as the designated Metropolitan Planning Organization (MPO) for the urbanized area of Lewiston-Auburn, Maine, in cooperation with the Maine Department of Transportation (MaineDOT) and the City of Auburn, is seeking to obtain the services of a qualified consulting firm to conduct an Engineering Analysis of Route 4, Turner Road, from Turner Street @ Center Street intersection to the Auburn/Turner Town Line and Route 11, Minot Avenue, from the Hotel Road @ Minot Avenue intersection to the Auburn/Minot Town Line.
Funding for this project is provided by the Federal Highway Administration and the Maine Department of Transportation through the ATRC FY2010-2011 Unified Planning Work Program.
Proposals shall be accepted at the AVCOG/ATRC offices no later than 4:00 p.m. EST on Friday, August 27, 2010. At this time all proposals shall be opened and recorded.

Center Street Traffic Synchronization Success
The ATRC, in cooperation with the City of Auburn's Electrical Department, upgraded the Center Street corridor with synchronization of its traffic lights with new timing and hardware. This affects the intersections with ramps on and off from Mt. Auburn Avenue, as well as the two intersections immediately to the north. A video of the new timing in action can be viewed on youtube.
The upgrade in hardware and timing was noticed by the LATC's fixed route bus service (PurpleBus.org). Harold Allen of Western Maine Transportation notes that "the synchronization of the signals on Center Street has dramatically improved on-time performance of the citylink buses serving the mall area." In comparison to previous months the number of "missed call's," where the bus was delayed enough on a route to where it would skip the remainder of the time and wait at the station for the next start time, has been reduced significantly.
Traffic Count Map Update
The ATRC traffic count map, which shows traffic counts for the entire state, has been updated to include 2008 data. Now traffic counts can be seen for the years 2006 to 2008. To access the map, just click the 'Traffic Counts' tab at the top of the page.
Traffic Counts Map Updated
The ATRC GoogleMap displaying traffic counts for the Lewiston and Auburn area has been updated. By using a GoogleEarth plugin, we are able to expand the coverage area to include the entire state of Maine.
A forthcoming update will include 2008 data and improve the performance of the map.

Court Street and Main Street Traffic Signals Improved
Traffic lights on Court Street and Main Street in L/A were updated and synchronized in the middle of March. The lights in this corridor were updated as a smaller part of the ATRC's Traffic Signal Management System project. Intersections were updated for the time allotted on each approach, and synchronized, which will allow vehicles, in most cases, to travel from Spring Street in Auburn to Sabattus Street in Lewiston, or the reverse, arriving at green lights at all the intersections. This will typically stop problems such as stopping at a red light, then to be stopped at the next intersection with a red light as soon as you arrive.
